In my experience, any cold start issues were the result of tired/worn or slightly stuck piston rings causing lower compression.

Yes RSC would be roland cushway. I've had multiple heads machined by him and they are all marked with his initials, the volume and inset. 7.45 CC would be the CCV for 0.00" deck height....

Late model V twin piston clearance is .004" max. I routinely run at the max just because I haven't had sufficient time to replate my cylinders. I think you'll be fine.
