On the earlier V twin TZ250`s , without the battery, does the power valve re-set itself to a closed position when your start up the bike? I`m having difficulties getting my TZ 250 3yl to rev past 10,000 rpm, it just feels like the PV is just not working. To confuse the issue , at the end of my last outing i noticed when i`d stopped the bike the PV was in the open position. Could i have a PV that spools from open to closed when im riding? Any ideas anyone? Cheers Sammo.

The powervalve blade will go into the closed position below 7-8k and stop wherever the revs are when you kill the engine. Have you got the cables round the right way on both cylinders as one opening and one closing will stop the bike revving past 10K. I had a bracket snap on the lower cylinder of my 5KE resulting in the p/v staying shut and it wouldn't rev past 10k.

Thanks Neil, pretty certain the cables are hooked up correctly. ive tested the servo with the PV checker cable and i can get it to cycle ok from closed to open then back to closed again. Also if i disconect the checker cable at the open position and reconnect it then cycles from open to closed then back to open again, disconnect and it stays open! Is this normal? i think i`ll fire it up and see if it returns back to closed at "tickover".

Yes, this is normal, it can only move when it has power to the servo.

Have you checked to see if the powerjet solenoid is working proprerly? They are supposed to cut out at higher RPM, cant remember when...9500-10,000 i think.
It's worth a look anyhow!
